Our ranking considers five key factors:

1. Rent-to-income ratio (lower is better)

2. Year-over-year rent change (declining or stable is better)

3. Tenant protection strength (more protections is better)

4. Vacancy rate (higher gives tenants more power)

5. Quality of life (walkability, transit, amenities)
